			<content:encoded><![CDATA[<p><b><i>Letter to the Editor:</b></i> As township officials prepare to examine employment contracts, one resident questions the &#8220;golden parachutes&#8221; found in some current fire department contracts and says no other surrounding community even has employment contracts for their upper level fire personnel.<span id="more-1200"></span></p>

<h2> Beavercreek Township Employment Contracts are Absurd</h2>
<p>I urge residents of Beavercreek to contact the Township office and request copies of the employment contracts for the fire chief and deputy fire chiefs.  These contracts are absurd, unwarranted, and reflect total lack of the chief&#8217;s respect for the rank and file.  These contracts, using the chief&#8217;s as an example, require the township to pay for the remainder of the term of a year contract all remaining salary PLUS ONE YEAR if they are let go without cause.  Thus the chief could get as much as SIX years of pay.  In addition, the township has to kick in funds to his retirement account to permit him to retire with 25 years of service.  The deputy fire chiefs&#8217; only call for three years PLUS ONE if they are let go.  One of the deputy fire chiefs also has in his contract 6 MONTHS PAID MATERNITY leave!  </p>
<p>If all three were let go in the first year of their contracts, the cost to the taxpayers would be over $1,000,000!  These funds are not reflected in any way in the fire department budget.  If let go, layoffs would probably have to occur, equipment not bought, and other fire department activities would also probably have to be curtailed.</p>
<p>Shortly the trustees will be re-looking at these contracts.  To assist them, I have contacted 10 local communities and find no community with an employment contract for their fire department leaders.  Are these three people so irreplaceable that we have to give them such golden parachutes?</p>
<p>Get the contracts, review them, and contact the trustees. This is an abuse of our tax dollars.</p>

<h2>Mayor Vann Overstepped Her Authority Again</h2>
<p>In regards to Julie Vann sending a letter to the GMHA which made an appointment to the group&#8217;s board without a vote of City Council. </p>
<p>Julie Vann did something similar in overstepping her authority 12 years ago when she was first elected mayor. At that time she also sent a letter, with her signature, out to request a grant. The mayor cannot do this. When confronted by council, Ms Vann said she was only trying to help and she would never sign another letter. Council let it go with only a slap on the wrist because she was new to the city and council, but they told her if she ever did it again, they would take legal action.</p>
<p>Now, here it is, 12 years later and she has done it again. Only this time there are severe and lasting effects of her actions. Her apology was empty in that she should have known better this time.</p>
<p>She has now tainted all council members by overstepping her authority and the city will be stuck with the bill for any legal action taken.</p>
<p>My concern is that council won&#8217;t take action against the mayor because of the legal cost.  How can they put a price on defending the charter? Our City Charter is to the city what the Constitution is to the American people. We can&#8217;t allow anyone to trample either of them.</p>

<h2>Who Will Pay For School Board&#8217;s Land Purchase?</h2>
<p>In the Feb. 22, 2008 article, “School Board Already Bought Land Asked For In Bond Issue” it is shown that the Beavercreek School Board has already spent 1.9 million dollars for land for a new middle school. This land was supposed to be purchased with the 1.5 million that is part of the bond on the ballot March 4, 2008.</p>
<p>Not only was the amount listed in the issue exceeded, but now the levy has failed. Who will be paying for this land? Land that the voters decided against? Now will come the annual threats of losing transportation and athletics. Blaming the failed levy for our children not having the services that we have already paid for. Instead, this money will have to pay for the land that we didn’t want. And didn’t approve.</p>
<p>What is it called when you spend money that isn’t yours? Where do we go from here?</p>

<p>Go take a vote&#8230;.put it on the ballot&#8230;see if the actual RESIDENTS of Beavercreek&#8230;not the CITY COUNCIL MEMBERS..vote a majority to spend money on it.<br />
I bet they wouldn&#8217;t.</p>
<p>Beavercreek is being turned into &#8220;Just like the other cities&#8221; against the will of MOST or all of the RESIDENTS.</p>
<p>We better do something to get the message to city council&#8230; or we might as well move out of Beavercreek.</p>
