Brexit Talks 'Deadlocked' Despite Appeal to EU for Last-Minute Concession

European Commission chief Jean-Claude Juncker warned that the stakes were increasingly high, ahead of a vote by British lawmakers on the deal on Tuesday.

The prime minister has since been trying to negotiate changes to the agreement, in particular regarding the highly unpopular backstop provision, which is created to ensure a frictionless Irish border and would, as many fear, tie the United Kingdom to the EU customs union. After May called a snap election in 2017 and led her party to disastrous results, George Osborne, the former chancellor of the exchequer whom May had sacked, called her a "dead woman walking."

"Tomorrow the House of Commons will debate the improved deal that these legal changes have created".

A senior cabinet source said the government had not ruled out holding indicative votes in the Commons to determine appetite for different Brexit options if there was a large defeat on Tuesday.

Mr Juncker added that he "had no doubt" that negotiations could be concluded in time for the original due date.

"It doesn't mean that a public vote has gone, it doesn't mean we won't come to it, but it means Tuesday is about exposing the weakness of the Prime Minister", he said.

All Ryanair shares held by non-EU shareholders, including British ones after Brexit, will be treated as "restricted shares", meaning that they will have no entitlement to attend, speak or vote at any company meeting.

'I think it would be very hard for the prime minister to stay in office for very much longer, ' she told BBC Radio 4's The World This Weekend.

"I think that an important offer has again been made to Britain, and now it is, of course, for Britain to respond to these offers", she said in Berlin.

For pro-Brexit campaigners, that would be a betrayal of the 2016 referendum vote to leave the EU.

All EU member states have to agree to an extension, and some EU leaders have expressed concern that it needs to have a specific goal.

He said: 'If you want to stop Brexit, you only need to do three things - kill this deal, get an extension and then have a second referendum'.

The agreement was resoundingly voted down in January due to the so-called "backstop" for Ireland-Northern Ireland, which is a fallback option to avoid a hard border between the two if formal trade talks do not result in a deal between the United Kingdom and EU.

"To stand here today and say this is a significant change when she's repeating what she said on January 14 is not going to take anyone here far".

Lawmakers will then have to vote on whether the United Kingdom leaves the European Union without any deal at all - or whether May will have to go back to Brussels to plea for a deadline extension.

The 10 MPs in Northern Ireland's Democratic Unionist Party (DUP), which props up May's government in parliament, also voted it down.

"Threatening no deal helps with leverage with the European Union, but it hasn't really achieved much".

Sterling, which had risen ahead of the talks between May and Juncker, extended gains in hopes the changes may be enough to sway rebellious British lawmakers who have threatened to vote down May's plan again on Tuesday.

"The choice is clear: it is this deal, or Brexit may not happen at all". She has already survived votes of no confidence by her own party and Parliament as a whole.
