Trump Budget Going Nowhere on Capitol Hill

This year's blistering shutdown battle ended with Congress funding $1.3 billion for border fencing, which is the same number Trump requested when Republicans controlled both chambers last year.

Overall, White House officials say their goal is to cut spending on domestic and foreign aid programs by about 5% below 2019 levels while increasing military spending.

The request, which is to be unveiled Monday, would far exceed the 5.7 billion US dollars Trump demanded a year ago, which led to an impasse that resulted in a 35-day partial shutdown of the USA government, the longest ever.

After a showdown with Trump, Congress only allocated $1.3 billion of the $5.7 billion Trump requested for the wall's construction. He said Trump added almost $2 trillion to deficits with the Republican's "tax cuts for the wealthy and large corporations, and now it appears his budget asks the American people to pay the price", the Democrat said.

"This budget reflects the president's priorities to ensure that all Americans can benefit from the nation's historic economic boom and record low unemployment", Vought said. Long-range plans for OCO show it as $156 billion in FY21, and then - after caps expire - $20 billion for the next two years, before it drops to $10 billion in 2024.

But he said Trump "is going to stay with his wall".

The budget also proposes a 90 percent cut cleanup efforts in the Chesapeake Bay and would eliminate restoration funding for the Gulf of Mexico, Lake Champlain, Long Island Sound, South Florida, San Francisco Bay and Puget Sound.

"The Trump Administration's budget fails the Great Lakes and the communities which depend on them for their drinking water, public health, jobs, and quality of life", said a statement from Lord.

The request in the budget that's six times more than what he secured through his national emergency is essentially dead on arrival.

For Trump, border wall and immigration issues are part of his larger political identity ever since his wall campaign started in 2015. The State Department will see its spending cut by 23 percent, the Environmental Protection Agency will suffer a 31 percent chop, and food stamps will be cut by $17 billion and other welfare programs by $22 billion.

The $1bn childcare plan is a one-off allocation that would seek to improve access to care for underserved populations. He used to say Mexico would pay for it, but Mexico has refused to do so.

"As a matter of our policy, we want to end all of those subsidies", White House economic adviser Larry Kudlow told Reuters "And by the way, other subsidies that were imposed during the Obama administration, we are ending, whether it's for renewables and so forth".
