Democrats Don’t Want to Include DACA in Talks on Ending Shutdown

The partial United States government shutdown entered a record 22nd day Saturday, as President Donald Trump remains steadfast in his demand for $5.7 billion to build a Mexico border wall and Democrats in Congress determined to refuse the funds.

Lawmakers are due back in Washington from their states and congressional districts in the new week.

Democrats have refused to give the president funds for his wall, sparking a partial government shutdown which has reached the longest in USA history.

Press reports indicate that budget officials are planning for a shutdown that extends to the end of February, and Trump's argument for the border wall and a possible state of emergency to provide legal means to reprogram existing funds for barrier construction on the border, could form part of the State of the Union address scheduled for January 29.

Democrats have only offered to give in one dollar to fulfill the White House's request for $5.7 billion and the last sit-down negotiation between the two sides resulted in a presidential walkout.

Sen. Ron Johnson, R-Wis., said on CNN that he would "hate to see" Trump declare a national emergency to end to his administration's stalemate with Democrats over a border wall.

And Representative Steve Scalise, the No. 2 House Republican, told ABC, "We don't want it to come down to a national emergency declaration", even if he believes Trump has the authority to do so.

The shutdown on Saturday became the longest U.S. government closure of the modern era, exceeding the 1995-96 funding lapse.

The "wall plus" plan could include an extension of temporary protected status for about 400,000 immigrants in the U.S. because of disasters back home in El Salvador and elsewhere, and renewable three-year work permits for young, undocumented "Dreamers", he said. "But those same conservatives, I'm sure if it's deployed, would embrace him as having done all he could do to negotiate with Democrats".

More Americans-54%-still say they oppose a border wall.

While the Trump has said he "can relate" to their loss of income, he says a broken border is more damaging than a government shutdown. Most also reject the President's assertion that there is an illegal-immigration crisis on the southern border.

As ever, the proposed border wall between the USA and Mexico is the sticking point. One notable detail is that, while Democrats are unified in their belief that Trump is to blame for the government shutdown (89 percent feel that way), Republicans are a bit more split (65 percent of Republicans blame congressional Democrats but 23 percent also blame Trump). The White House scuttled efforts to reach a deal on Capitol Hill on Thursday, and Trump's budget team is drawing up contingency plans for a shutdown that extends through the end of February, according to an administration official.

Asked why he had not yet declared a national emergency, Mr Trump said he was giving Congress a chance to "act responsibly".

The approximately 800,000 federal employees on furlough or working without pay are starting their second full pay period of the shutdown with no end in sight. Women blame Trump and Republicans by a margin of 35 points, and men blame the president and the GOP by 13 points.

Democrats, meanwhile, seem determined at all costs to prevent the president from getting the wall he has often promised in his campaign-style rallies.
