The tech community expressed skepticism of this audit upon its publication, specifically because Facebook new that data-mining firm Cambridge Analytica had accessed personal data from millions of users.

According to the New York Times, Facebook allowed Microsoft's Bing search engine to see the names of nearly all Facebook users' friends without consent and gave Netflix and Spotify access to Facebook users' private messages.

Facebook said it's reviewing the complaint and will continue to hold discussions with Racine and attorneys general scattered across the country who have raised red flags about the company's mishandling of personal information.

The DC lawsuit alleges that Facebook failed to properly monitor data-gathering by third-party apps and that its privacy settings aren't easy for people to use.

In a statement published on its website today, Facebook said its partnerships or features did not give companies access to information without people's permission.

Facebook COO Sheryl Sandberg said on Tuesday the social media giant is committed to protecting the civil rights of its users, following a report that found Russian-backed actors largely targeted black users' data in hopes of influencing the 2016 presidential election.

It has some nice touches: "You made a new friend!" the video proclaims, before showing a picture of Cambridge Analytica whistleblower Christopher Wylie.

In 2013, a researcher launched a Facebook app, promoted as a personality quiz, which claimed to generate a personality profile.

The report said Amazon was able to obtain user names and contact information through their friends, and Yahoo could view streams of friends' posts. Facebook also reportedly allowed Spotify, Netflix and the Royal Bank of Canada to read and delete users' private messages and to see all participants on a thread.

In an interview, Steve Satterfield, Facebook's director of privacy and public policy, said none of the partnerships violated users' privacy or the F.T.C. agreement.

"Facebook failed to protect the privacy of its users and deceived them about who had access to their data and how it was used", Rancine said in a statement.

The incoming chair of the House Judiciary Committee's antitrust subcommittee, Representative David Cicilline, tweeted: "Zuckerberg told Congress that Facebook users had "complete control" over their data". Something like 44% of American adults get their news from Facebook.
