GM plans 10,000 job cuts, five plant shutdowns in North America

"You can't blame the USMCA for what happened today, but I do think it will basically kill any hope of us exporting from North America because we won't be able to compete on cost", she said.

The announcement is the biggest restructuring in North America for GM since its bankruptcy a decade ago.

The United Automobile Workers (UAW) union vowed to "confront this decision by GM through every legal, contractual and collective bargaining avenue open to our membership". It will share more components across cars and make better use of computer models and virtual tools.

The Monday closure of GM's plant in Oshawa, Ontario, was confirmed late Sunday by an official familiar with the decision.

At a rally near the plant last summer, Trump talked about passing by big factories whose jobs "have left OH", then told people not to sell their homes because the jobs are "coming back".

The No. 1 US automaker signaled the latest belt-tightening in late October when it offered buyouts to 50,000 salaried employees in North America, with the aim of reducing headcount by 18,000.

Barra is reducing staff from operations that make conventional cars and hiring people who can design electric cars or add software prowess to GM Cruise, the automaker's autonomous vehicle unit in San Francisco.

GM said its Oshawa Assembly plant in Oshawa, Ontario, its Detroit-Hamtramck Assembly plant in MI, and its Lordstown Assembly plant in Warren, Ohio, would be "unallocated" by the end of 2019 as it reorganized its manufacturing capacity to focus on electric and self-driving cars and in anticipation of a downturn in the auto market. Automotive News reports that two additional plants - a pair of propulsion plants in MI and Maryland - will also grind to a halt by the end of 2019.

Some 8,000 salaried employees and 6,000 hourly workers will either lose their jobs or be reassigned to other plants, and more layoffs are likely on the horizon, industry experts said.

The president said that the layoffs had nothing to do with tariffs and instead blamed Barra for making cars that don't sell.

But its outlook is bleak after GM announced production of the Chevy Cruze would stop in March, halting work at the assembly plant that already had lost two shifts and 3,000 union jobs since the beginning of past year.

The plant closure is part of a global restructuring of GM as it shifts focus to lower emitting hybrid vehicles, which is not the focus of the Oshawa plant. Ford announced in April it would just about end all production of sedans in North America.

He demanded the automaker find a new vehicle to build in OH and added that he had told GM Chief Executive Mary Barra he was unhappy with her decision to cut production at an OH factory. The industry has suffered falling sales in recent years in the crucial United States and China markets, at the same time as the trade war being waged between the countries is hitting earnings. But sales of the Chevrolet Cruze are off 22 percent.

The company said the plan would help it to save about $6bn (£4.7bn). The Chevy Impala has seen a 13 percent decline in 2018 and the Buick LaCrosse is down 14 percent.
