What you need to know about the crucial EU Brexit summit

Trade mission seeks to capitalise on demand for Yorkshire food

President of the European Commission Jean-Claude Juncker (C) kisses EU chief Brexit negotiator Michel Barnier (R) next to European Council President Donald Tusk (L) at the end of a press conference following a special meeting of the European Council to endorse the draft Brexit withdrawal agreement on November 25, 2018 in Brussels.

The chairman of European Union leaders, Donald Tusk, stressed the European Union would ratify the Brexit deal in time for the Brexit day on March 29, 2019 and was determined to build "as close as possible a partnership" with Britain in the future.

Spanish Prime Minister Pedro Sanchez claimed the United Kingdom and European Union had agreed to its demands for guarantees over the status of Gibraltar in future negotiations.

May is struggling even to unite her ruling Conservatives, and Northern Irish parliamentary allies the Democratic Unionist Party, behind the plan. But it is another concession that British Prime Minister Theresa May has made in order to secure a deal ahead of Britain's departure from the E.U.in March.

However, an agreement reached on Saturday between Spain, the European Union and Britain removed obstacles to the summit, both sides said.

Juncker told journalists: "I'm inviting those who have to ratify this deal in the House of Commons to take this into consideration: this is the best deal possible for Britain, this is the best deal possible for Europe, this is the only deal possible, the only deal possible". A number of ministers, including two Cabinet ministers, have resigned over the deal - with pro-Brexit voices saying that it does not result in Britain's departure from the European Union and could tie Britain to the bloc indefinitely. "I will make the case for this deal with all my heart", she added, declining to answer whether she would resign if parliament rejects it. He said the deal as it stands "has ceded too much control" to Brussels.

Liberal Democrat Brexit spokesman Tom Brake claimed the PM had "caved in" and "appears to have cast the people of Gibraltar aside".

The European Union removed the last major obstacle to sealing an agreement on Brexit after Spain said it had reached a deal Saturday with Britain over Gibraltar on the eve of an EU summit.

Instead, they say she sought to mitigate possible disaster after Britons voted to leave the world's richest free-trade zone.

Spain had threatened to veto the deal unless the wording was changed to give Madrid guarantees that it alone can decide on the future of the disputed territory of Gibraltar in direct talks with London.

"This is the deal that I think works for the United Kingdom", she said. "If there is no deal ... the European Council will most likely not take place".

On Saturday, as the dispute threatened to derail the summit, London issued a statement saying Number 10 would not use the withdrawal agreement as cover to cut short its dialogue with Spain. They also backed a 26-page document laying out their aims for future relations after Britain leaves in March.

For once, U.K. Prime Minister Theresa May was in complete agreement.

"There is no Plan B", said Dutch Prime Minister Mark Rutte. And DUP leader Arlene Foster warned Sunday she is ready to collapse the government to block a deal that would see Northern Ireland treated differently than the rest of Britain.

CNN quoted Spanish Prime Minister Pedro Sanchez saying, "I have just told the head of state, the King, that Spain has reached an agreement over Gibraltar".

Tajani said a "large majority" of European parliamentarians supported the deal. That pledge, which the prime minister has previously claimed is the result of a "Brexit dividend", echoes the £350m a week the Vote Leave campaign claimed on its battlebuses could be diverted to the the health service if Britain left the EU.

What's to follow if a vote in British Parliament doesn't set the Brexit plan in motion is still unclear.

This, Tusk said, will act as a roadmap for negotiations after Brexit day on March 29 to "build the best possible relationship with the United Kingdom after Brexit, as friends and partners".
