New NAFTA agreement must include Canada, critics tell Donald Trump

AFL-CIO President Richard Trumka, who reliably echoes Mr. Trump's harsh criticism that the North American Free Trade Agreement has been a job-killer in the USA, said Sunday that a new deal must include Canada.

Much of Kansas' farm output is sold to Canada, which has so far not been included in a trade deal to replace the North American Free Trade Agreement.

Donald Trump's trade talks with Canada were in trouble on Friday morning after an "off the record" conversation with a Bloomberg reporter was leaked. Canada, however, maintained that it would sign a deal that is good for its people.

A few weeks ago, the United States began negotiating with Mexico, leaving Canada on the sidelines.

"I love Canada. But they've taken advantage of our country for many years". On Friday, Trump notified Congress he would be signing a revamped deal with Mexico within 90 days, regardless of whether Canada joined or not. The longstanding trilateral deal was roundly criticized by the protectionist right, as well as the anti-globalization left, particularly for the damage that eliminating tariffs did to the American auto industry.

Canadian Foreign Minister Chrystia Freeland downplayed the impact of Trump's remarks on the talks. "So this idea of economic coercion, I think, is new to President Trump, and it's a tool that I think has become useful to the United States".

Ujczo said the "real test" of the president's trade policy lies not with Trump but rather with his base of support.

Trumka added that some details of the Mexico plan are positive for workers, including increasing the amount of an automobile's value that must be made in North America from 62.5 percent to 75 percent, but added the organization is pushing for the ability to monitor and enforce the terms of the deal under any future presidential administration.

Gorka noted Canada has a almost 300-percent tariff on USA dairy imports, while the European Union taxes US vehicle imports at a rate approximately four times higher than the US tax on European-made cars. For various political reasons on both sides of the Rio Grande, it was critical that the trade deal be officially presented to Congress by end of the week, so getting Canada on-board became an immediate priority.

But Daniel Ujczo, a trade attorney of the law firm Dickinson Wright in Columbus, Ohio, and others say the flashpoints include trade barriers that protect Canadian dairy farmers and Ottawa's insistence on keeping NAFTA provisions for resolving disputes.

Talks on renegotiating the NAFTA began in August 2017 as Trump threatened to withdraw from the trilateral trade deal, which he claimed harmed US industries and jobs.

For Canada, losing access to the USA market would be a severe economic blow.

"Remember, NAFTA was one of the WORST Trade Deals ever made".

But under U.S. trade rules, the USA team does not have to make public the text of the revamped agreement for 30 additional days, buying more time to reach a deal with the Canadians.

In June this year, Washington introduced a 25-percent tariff on steel imports and a 10-percent tariff on aluminum imports from Mexico, Canada and the EU.
