Trump's Proposed Emissions Rules Show The Shift In Climate Priorities

States with a history of fighting air pollution generated by coal-fired power plants on Tuesday criticized a move by President Donald Trump's administration to scale back federal restrictions on emissions, with some threatening court challenges.

"Just today we announced our new Affordable Clean Energy proposal that will help our coal-fired power plants and save consumes, you, me, everybody, billions and billions of dollars", Trump said. The Obama administration was working to instate federal regulations to cut carbon dioxide emissions and use less coal in favor of clean energy sources.

The U.S. Environmental Protection Agency (EPA) proposal would give states wide latitude for determining how to cut greenhouse gases from the power sector, a key contributor in the U.S.to climate change.

On the campaign trail in 2016, Trump promised to repeal Obama's rule, called the Clean Power Plan. Those rules aggressively pushed for accelerated closures of older coal-fired plants by setting national targets, by reducing carbon dioxide emissions, and encouraging adoption of cleaner energies, such as solar and wind power. The new plan gives states more leeway on regulating coal plant emissions, which could mean some Texas coal plants stay open longer.

Andrew Wheeler, the EPA's acting administrator, said in a statement, "The ACE Rule would restore the rule of law and empower states to reduce greenhouse gas emissions and provide modern, reliable, and affordable energy for all Americans". The analysis states that "implementing the proposed rule is expected to increase emissions of carbon dioxide and the level of emissions of certain pollutants in the atmosphere that adversely affect human health". "We are back. The coal industry is back", Trump told the clapping and cheering crowd.

Bill Wehrum, administrator for EPA's Office of Air and Radiation, acknowledged that the industry "continues to transform in front of our eyes".

"I am thrilled the Trump administration kept its word to the American people by throwing out the so-called 'Clean Power Plan, '" she said.

It is in the situation the agency considers most likely to occur where the premature death toll would increase, as would heart and lung disease and chronic problems like asthma and bronchitis.

Jason Bohrer, president and CEO of the Lignite Energy Council, praised the rule and predicted it would accomplish "the goals that both the Obama administration set and those folks who are concerned about climate change want to achieve". "We feel like the EPA proposal now is based on a correct reading of the Clean Air Act".

This includes suggesting ways that individual states might regulate power plants. The federal government will set carbon emission guidelines, but states will have the leeway to set less-stringent standards, taking into account a facility's age and the cost of upgrades.

"Replacing the Clean Power Plan with this irresponsible plan is a complete giveaway to large corporate polluters and fossil fuel special interests at the expense of American families". The EPA called the Obama rules "overly prescriptive and burdensome".
