Ryan made the comments a day after the group of 11 House Republicans sharply escalated the extended clash with the Justice Department by filing articles of impeachment against Rosenstein, who oversees special counsel Robert Mueller's investigation. "There is vanishingly little chance that House leadership will let this toxic nonsense advance - Speaker Paul Ryan already has publicly smacked down the effort - and zero chance that the motion could amass anywhere close to the two-thirds support required for the Senate to actually remove Rosenstein." .

A Key concern in that regard is the possibility that President Trump would appoint a replacement Deputy AG favorable to him, or that Attorney General Jeff Sessions, who recused himself from the Russian Federation probe a year ago, will re-assume oversight of the investigation.

During an appearance in Boston, Sessions said Rosenstein had his "highest confidence" and referred to to his top deputy as "highly capable".

His open threat of triggering a vote on impeachment - which he can do if he follows a certain set of procedural rules - could help him win concessions on other contentious issues before the House.

The resolution on its own does not mean that the House is on the verge of voting to impeach the deputy attorney general, and conservative House members agreed Thursday morning to holding off on a vote to impeach Rosenstein until after the August recess.

"I hope that they lay down a gauntlet and show these folks that we're not just going to accept this", Rep. Tom Rice, R-S.C., told ABC News. Mark Meadows and Jim Jordan took aim at Rosenstein by introducing a resolution to impeach.

Republican Sen. Lindsey Graham of SC also dismissed the possibility, saying it's "more likely" he'd end up "in the NBA playing basketball" than Rosenstein is to be impeached. Even under subpoena, the Deputy Attorney General has refused to produce necessary documents, because they implicate top Department of Justice and Federal Bureau of Investigation officials, including himself.

Democrats have criticized the Republican efforts to pressure the Justice Department, saying they are attempts to undermine Mueller's investigation.

House Oversight Committee Chair Trey Gowdy couldn't understand why Rosenstein would be impeached, stating, "Impeach him for what?"

Meadows alleged that lawmakers have "caught" Justice officials hiding information from Congress, withholding relevant documents and ignoring congressional subpoenas.

Meadows and Jordan have always been critical of Rosenstein and the Justice Department, saying the department has failed to comply with Congress' demands for unredacted records about the Russian Federation investigation.

A spokeswoman for the Justice Department said she had no comment on the articles of impeachment.

Democratic Reps. Jerrold Nadler of New York, Elijah Cummings of Maryland and Adam Schiff of California said Rosenstein "stands as one of the few restraints against the overreaches of the president and his allies in Congress".

The impeachment resolution was formally introduced after a meeting Wednesday between senior Justice Department officials and Goodlatte, Gowdy, Meadows and Jordan, which Rosenstein did not attend.

"It's an uptick in their fabulously irresponsible effort to damage the critical institutions of this country in favor of defending the president", Himes, a member of the House Intelligence Committee, said. "Removing Mr. Rosenstein from office is the only option left to Congress".
