Second House immigration bill crashes

The compromise bill would have provided almost $25 billion in funding for Trump's border wall, limited legal and illegal immigration, provided protection from deportation and a path to citizenship for 1.8 million Dreamers, and keep undocumented families together who had crossed the border if the parents were facing prosecution.

The vote was 301-121, with almost half of Republicans opposing the measure.

Ryan said he would not rule out the possibility of bringing to a vote a narrower bill addressing only the detention of immigrant families if the broader bill did not pass.

The compromise bill received fewer Republican votes than proposed last week tougher. Democrats were excluded from drafting the measure.

The bill failed despite an all-caps Wednesday morning endorsement from President Donald Trump, who urged House GOP members in a tweet to come together and pass the "strong but fair" bill "even though the Dems won't let it pass in the Senate".

The rejection of the bill once again revealed the divide between the moderate and conservative leaders within the Republican Party over the issue, with several Republican conservatives arguing that it tilts in favor of undocumented immigrants.

The government still holds more than 2,000 children taken from their detained migrant families, an exasperating public relations nightmare for many in the GOP.

Democrats and immigration activists said the vote proves that only a bipartisan compromise between Democrats and Republicans could become law. Many parents are in custody thousands of miles from their children, whom they have not been able to see and have rarely spoken to for a month or more.

But on Wednesday - just hours before the vote - the President asked members to support the GOP's own compromise bill, which he referred to as Goodlatte II.

The controversy widened Tuesday as 17 states sued the Trump administration for what they alleged was "cruel and unlawful" separation of migrant families.

"We're hopeful that they can reach an agreement to deal with this real emergency issue", McConnell told reporters, referring to a Senate compromise effort by Democrat Dianne Feinstein and Republican Ted Cruz. McCarthy, who is hoping to succeed Speaker Paul Ryan as speaker next year, and Trump have forged a close relationship.
