But one legal expert questioned whether there was actually a consensus that a commander-in-chief can pardon himself.

The president's assertions came in tweets just a day after Rudy Giuliani, one of his lawyers, told HuffPost that Trump is essentially immune from prosecution while in office, and could even have shot the former Federal Bureau of Investigation director without risking indictment while he was president.

Trump has issued a series of ever-sharper tweets attacking the Mueller probe as politically motivated and insisting there was "no collusion" between his campaign team and Russian Federation.

In addition to the legal battles, Trump's team and allies have waged a public relations campaign against Mueller and the Justice Department to discredit the investigation and soften the impact of the special counsel's potential findings. "Let me remind you of something, we don't live in a monarchy and you are not a king".

"The appointment of the Special Councel [sic] is totally UNCONSTITUTIONAL!" In Giuliani's mind, even if he shot FBI Director James Comey-which, for Trump, would put a swifter end to the Russian Federation investigation than firing Comey-he'd merely be impeached, and would only then, as a citizen, feasibly face prosecution for his actions.

The Times - a recipient of 125 Pulitzer prizes which Trump has called "biased", "failing", "naive", "dumb" and "a laughingstock rag" - called the memo "a brash assertion of presidential power".

Rudy Giuliani says Trump might have that authority but exercising it would be "unthinkable". Mueller is a registered Republican but Trump has nonetheless complained that his office is stacked with Democrats whose work amounts to a political "witch hunt". "Pardoning yourself is another", Giuliani told ABC's "This Week". I wouldn't say you do it well, but you do it often.

Over the weekend, his lead lawyer, Rudy Giuliani, also said Trump had the right to give himself a pardon but would not use it.

'The basic argument on the side that says he can do it is, look at the Constitution and it doesn't say he can't. Trump fired him previous year.

On NBC, the former mayor of NY said, "Pardoning himself would be unthinkable and probably lead to immediate impeachment".

"I think that would be a awful move".

In his defense, Giuliani has explained that if Trump shot Comey, he would be impeached the next day. Trump tweeted Monday morning.

"I think the Dowd memo takes the most extreme position", Giuliani told Business Insider.

"Paul Manafort came into the campaign very late and was with us for a short period of time (he represented Ronald Reagan, Bob Dole & many others over the years), but we should have been told that Comey and the boys were doing a number on him, and he wouldn't have been hired!"
