A local group submitted a draft earning tax ordinance to City Council yesterday and asked that the measure be put on the May 2007 ballot. The group calls itself the Beavercreek Earnings Tax Committee.


John Sostrom, a member of the group addressed council and put forth the group’s primary reasons for supporting an income tax. Sostrom’s reasons incuded reducing the tax burden on property owners, attracting larger businesses and providing a steady stream of income for the city.

According to the Keep Beavercreek Affordable Political Action Committee’s website (KBA PAC), the new draft ordinance appears to be essentially the same as the 2004 proposal put forth by the Beavercreek Needs Study Group.


On April 12, 2004 the Beavercreek Needs Study Group approached Council with an income tax proposal and asked that it be placed on the November 2004 ballot. A representative of the group, Dr. Mark Walsh, gave a presentation at City Council and presented a draft sample ordinance. In following months public forums were held on the issue and public input was gathered. On June 14, 2004, the city income tax proposal, Ordinance 04-25, lost on the first reading by a vote of 5-2 and never moved on to a second or third reading.
